“Empowerment through Digital Health” is one of four flagship initiatives to complement the European Programme of Work (EPW), which sets out health priorities for 2020-2025 in the Region. Accordingly, WHO EURO embarked on a journey to assess the digital health landscape in the region. 

The WHO Regional Survey 2022 captures the dynamic digital health landscape with the objective of gauging regional progress and contributing to the implementation of the Regional Digital Health action plan (2023-2030). It provides a situation update building on the 2015 WHO Global Survey on eHealth. The collected information aims to foster shared learning among Member States, help identify current barriers to digital health adoption, explore forward-looking digital health trends and steer the agenda for innovation in digital health in the Region. “The ongoing journey to commitment and transformation: Digital health in the WHO European Region 2023” report presents regional and subregional insights from the survey.


Building on the report, this dataset presents 52 digital health country profiles, covering numerous digital health themes.  These include national digital health governance frameworks, funding and investment in digital health, digital health literacy, electronic health records, telehealth and mobile health programmes, and big data and analytics, among others. These themes, covered by 74 indicators, provide insight into how each Member State strategically navigates the swiftly evolving landscape of digital health in the Region.
